W.F.Osborn owned a tract consisting of lots 113-123 on Jersey Street in the 1890's. He may have had this house built before selling two parcels in 1902. This property was valued at $325.00 when purchased by Eliza A. Telford indicating that the property was improved.

Detached residence, ell plan with side entrance, two stories, one-story rear wing, tow front bays, wood frame and weatherboard construction, coursed rough-cut stone foundation, hipped roof. Hipped porch on columns, open railing with spindles and brick piers, 1/1 double-hung wooden windows, paneled wooden entrance door, interior brick chimney. Decorative elements include central pedimented dormer with semicircular window and ornamental shingling.
