Richard Binns was one of the first settlers of Rossville, Kansas. He came in 1871 from Pennsylvania and built most of the early business houses and residences. He constructed a large barn and carpenter shop in 1881. They burned in the Skaggs Hardware fire of 1913. His wife, Elma Binns, was elected police judge in 1889 on an all-woman ticket. She declined the office, saying that it properly belonged to a man. Richard Binns took the office.
