Mayor George Covendale,
Coffeyville, Kansas

Dear Sir,
Responding to your communitcation on behalf of Coffeyville. If the City agree by Resolution of Council to maintain a Free Public Library at a cost of less than Twenty-five Hundred Dollar a year, and provides a suitable site for a building, Mr. Carnegie will be glad to give Twenty-five thousand dollars to erect a Free Public Library Building for Coffeyville.

P.S. It should be noted that the amount indicated is to cover the cost of Library Building complete, ready for occupancy and for the purpose intended. Before any expenditure on building or plans is incurred, Mr. Carnegie's approval of proposed plans should be secured, to obtain which please send sketch plans for inspection. JB
