The People's State Bank was organized November 3, 1905. This building was constructed by 1910. By 1940 the bank had gone out of business and the building was used as City Hall. J. W. Spurgeon. was credited as the contractor in his obituary.
The city library was also housed in the south part of the building until an addition was built to the south of the main structure.

Description
Detached corner commercial block, rectangle double front with recessed corner entrance, six front and five bays, brick, brick masonry with stone foundation and ornament, flat roof and parapet. 1/2 first floor windows, 1/1 double-hung second floor, glazed wooden entrance and stair doors, classical revival detailing includes carved entrance columns and cornice, smooth cut stone, flat arched segmental lintels, projecting eave cornice, parapet cap. Central stair entrance N, storefront altered with stucco panels and modern metal door NW.
