Title A name given to the resource Richard Binns of Rossville, Kansas Description An account of the resource Richard Binns was one of the first settlers of Rossville, Kansas. He came in 1871 from Pennsylvania and built most of the early business houses and residences. He constructed a large barn and carpenter shop in 1881. They burned in the Skaggs Hardware fire of 1913. His wife, Elma Binns, was elected police judge in 1889 on an all-woman ticket. She declined the office, saying that it properly belonged to a man. Richard Binns took the office.
